The Oakland Raiders played their starters for most of the first half Saturday night — EJ Manuel replaced Derek Carr with less than two minutes before halftime and Connor Cook had the Raiders inside the 10-yard line with less than 10 seconds to play. But Cook could not connect on a pair of fade passes, the latter as time expired, and the Raiders fell to the Dallas Cowboys 24-20 to remain winless in the preseason at 0-3. Again, the Raiders’ offense was efficient and explosive while Oakland’s defense was exposed and exploited … at times.

ALAMEDA, Calif. — Donald Penn ended his 26-day holdout and reported to the Oakland Raiders this week without his desired new contract in hopes of still getting a raise, the Pro Bowl left tackle told reporters after the Raiders’ 24-20 exhibition loss at the Dallas Cowboys on Saturday night.

“We have a great owner, a great GM,” Penn said of Mark Davis and Reggie McKenzie. “I came in here and put my trust in them.

GLENDALE, Ariz. (AP) Asked about players who did not stand for the national anthem before preseason games, NFL Commissioner Roger Goodell said Monday that while the playing of the anthem is a special moment to him, ”we also have to understand the other side.”

Goodell made the comments at University of Phoenix Stadium during a 45-minute question-and-answer period with Arizona Cardinals club seat holders. One season ticket-holder, Bruce Olson, asked the commissioner whether players were going to continue to protest during the anthem and if anything could be done about it.

NAPA, Calif. (AP) Marshawn Lynch isn’t shedding anymore light on his decision to sit during the national anthem before the Oakland Raiders’ first exhibition game.

Lynch declined to comment on why he chose to sit down Saturday night while the rest of his teammates stood during the anthem before a game in Arizona against the Cardinals.

NAPA, Calif. — While Marshawn Lynch contemplated talking to the media on Tuesday before ultimately declining, the running back’s decision to sit during the national anthem before Saturday night’s exhibition opener at the Arizona Cardinals remained a topic at Oakland Raiders training camp.

Tight end Jared Cook, who participated in the St. Louis Rams’ “don’t shoot” salute in 2014, said he was “proud” of Lynch, even if Lynch has yet to say if, or what, he was protesting.

NAPA, Calif. — As the play unfolded in front of him last Saturday, Karl Josephread the hole opening on the right side of the line and did not hesitate. The Oakland Raiders second-year strong safety saw David Johnson make a cut and Joseph planted his foot and made a beeline for the Arizona Cardinals running back.

With a 10-yard running start, the 5-foot-10, 205-pound Joseph absolutely thumped the 6-1, 224-pound Johnson on the third play of the game. A stunned Johnson appeared to be checked on by an official after he got up.

The Oakland Raiders don’t arrive for a couple of years, but they’re already Las Vegas’ team at the betting window.

This offseason, more bets have been placed on the Raiders to win the Super Bowl than on any other team at sportsbooks around town.

Oakland’s Super Bowl odds, which opened as high as 20-1, have moved to as short as 6-1. Just four weeks before the regular season, only the New England Patriots, the consensus favorite, have better odds than the Raiders. The Patriots are listed at 3-1.

NAPA, Calif. — Of course, a million times of course, the Oakland Raiders would prefer Pro Bowl left tackle Donald Penn was with them as they prepare to break training camp.

But the way offensive line coach Mike Tice sees things, Penn holding out may be a blessing in disguise.
